Urgent Notice Regarding Referral of Vacancies to Recruiting Agencies
In reference to the Jammu and Kashmir Civil Services (Reference of Vacancies and Holding of Meetings of Departmental Promotion Committees) Rules, 2005, we bring your attention to crucial provisions concerning the referral of vacancies under the direct recruitment quota to the Jammu and Kashmir Public Service Commission (JKPSC) and Jammu and Kashmir Services Selection Board (JKSSB).
Key Points:
- Departments are required to refer vacancies under direct recruitment quota to the respective agencies (JKPSC/JKSSB) by January 15th each year.
- Despite these guidelines, non-compliance has been observed, leading to significant delays in the recruitment process for Government Departments.
Action Required:
All Administrative Departments are urged to adhere strictly to the timelines outlined in the Jammu and Kashmir Civil Services Rules, 2005. The following deadlines are hereby notified for the seamless referral of vacancies to JKPSC/JKSSB:
- Identification of Vacancies: Two months prior to January 15th of each calendar year (i.e., by November of the preceding year).
- Referral Proposal for Finance Concurrence: One month prior to January 15th of each calendar year (i.e., by December of the preceding year).
- Submission of Vacancies to JKPSC/JKSSB: By January 15th of every calendar year.
Additional Instructions:
- Departments must submit the Annual Status General Report to the Administration Department by January 31st of every calendar year.
- Each Administrative Department is required to nominate a Nodal Officer (at least Special/Additional Secretary rank) responsible for ensuring compliance with the stipulated timelines. Details of Nodal Officers must be provided to the General Administration Department within 7 days of receiving these instructions.
