ACB Files Case Against Ex Tehsildar, Others on Corruption Charges

Srinagar, May 17 (WD): The Anti-Corruption Bureau (ACB) has registered a case against former Tehsildar of Rajouri, Balwant Singh, and several other officials on charges of corruption. The case, identified as FIR No. 02/2024, implicates Singh, who is now retired, along with former Patwari Mohd Rafiq, and private beneficiaries including Kanwal Singh and Masood Anwar.

According to a statement issued to the Wattan Daily (WD), the ACB initiated the case following a detailed verification process. This process stemmed from a written complaint alleging that Balwant Singh, in collusion with Kanwal Singh, manipulated official orders for personal gain. Specifically, on March 25, 2010, Singh issued an order in mutation No. 417 of Rehtal, unlawfully declaring Kanwal Singh as the sole tenant-at-will, thereby excluding other legal heirs of the late Brij Lal.

The verification process revealed that both Balwant Singh and Mohd Rafiq were involved in the illegal transfer of land to the beneficiaries. They manipulated official land records, recording and attesting mutation No. 417 under LB 06/C of 1958 and mutation No. 419 under S-432 of 1966, both dated March 25, 2010. These mutations involved land measuring 3 kanals under Khasra No. 203, 1 kanal 9 marlas under Khasra No. 204, and 19 marlas under Khasra No. 201, totaling 5 kanals 8 marlas, all in favor of Kanwal Singh.

The actions of these officials disregarded the rightful claims of Brij Lal’s other heirs, as Kanwal Singh was unjustly favored in the land allocation. The ACB’s statement highlights that the revenue officers exploited their official positions and engaged in a criminal conspiracy, resulting in undue benefits for the beneficiaries and financial gains for themselves.

The Anti-Corruption Bureau emphasized that the case was a result of their vigilant verification process, which uncovered the depths of the conspiracy and corruption involved. The fraudulent activities by the officials not only undermined legal procedures but also deprived rightful heirs of their entitlements.

This case underscores the ongoing efforts by the ACB to root out corruption within government ranks. By holding officials accountable for their actions, the ACB aims to restore integrity and transparency in the administration. The ACB has assured that the investigation is active and will be pursued thoroughly to bring all culprits to justice.
