Two Candidates banned for 02 Years by JKSSB for Violating Exam Rules

Jammu, Jan 28 (WD):

In a recent development, the Jammu and Kashmir Services Selection Board (JKSSB) took strict measures against candidates engaged in misconduct during the OMR-based Examination for the Panchayat Secretary position, as per Notification 03 of 2022 dated 26.05.2022. The exam, conducted on 10.12.2023, involved candidates Bilal Ahmad Bhat and Murtaza Hamid Chowhan.

Both candidates, Bilal Ahmad Bhat from Matibugh Yaripora Kulgam Behi Bagh and Murtaza Hamid Chowhan from Fatehpur Rajouri Jammu, were caught with mobile phones during the examination, a violation reported by exam supervisors, superintendents, deputy superintendents, and magistrates at the exam centers.

In response to the allegations, the candidates admitted to the offense, recognizing their possession of mobile phones during the exam. Following Annexure IX guidelines, they acknowledged the seriousness of the offense, subjecting themselves to disciplinary proceedings as per the applicable rules.

The Unfair Means Committee, established in line with the Jammu and Kashmir Services Selection Board (Conduct of Examinations) Regulations, 2022, reviewed the matter. After thoroughly examining the evidence and candidates’ responses, the committee found both candidates in violation of Section 64 (b) of the regulations.

As a result, the committee recommended canceling their candidature for the Panchayat Secretary role, along with a two-year debarment from all JKSSB-conducted exams. Furthermore, the Board will keep the confiscated mobile phones, with the possibility of returning the SIM cards upon the candidates’ personal request to the Chairman/Secretary.
