Atal Dulloo assumes charge as Chief Secretary: A Veteran IAS Officer’s Homecoming to J&K”

Atal Dulloo, a seasoned IAS officer of the 1989 batch, re-assumed his role as the Chief Secretary of Jammu and Kashmir today. Returning from a brief assignment in the Ministry of Home Affairs as the Secretary of Border Management, Dulloo, belonging to the AGMUT cadre, has a substantial history of service in J&K.
Having played a pivotal role in navigating the Union Territory through the challenging times of the Covid-19 pandemic, Dulloo served as the Financial Commissioner of Health & Medical Education. Before his recent central deputation, he held the position of Additional Chief Secretary in the Agriculture Production Department, where he spearheaded the formulation of the Holistic Agriculture Development Programme (HADP), aiming to revolutionize the agricultural sector and significantly enhance farmers’ income.
Dulloo’s extensive career includes stints as Deputy Commissioner in crucial districts of the erstwhile state. He has garnered recognition, including a state award for meritorious public service in 2013 and a silver medal for successfully conducting assembly elections in 1996.
Upon resuming his role, Chief Secretary Dulloo toured the Secretariat campus, engaging with employees. Encouraging an open dialogue, he urged them to bring forth their concerns directly to his office or through the General Administration Department. Dulloo emphasized resolving issues on merit and inquired about their work conditions and the facilities essential for the smooth conduct of official business.
Taking note of ongoing hygiene and renovation efforts within the Secretariat campus, Dulloo directed concerned authorities to maintain the premises aesthetically. He highlighted the importance of creating a pleasant experience for both employees and visitors.
Accompanying the Chief Secretary during this visit were the Commissioner Secretary of the General Administration Department, the Director of Estates in Jammu, and other relevant civil and police officers.
